This is the pre-programmed chip on the main Motherboard inside your laptop. What I might suggest is to check your laptop BIOS version. That's ok as Microsoft has publicly declared that for the next year or so, that all Win10 OS upgrades will continue to use Win8.1 hardware drivers, which your laptop does support and is listed. There's a couple of things it could be, but I went to the Dell support page for your laptop, and it definitely states that it's Win10 upgrade compatible, even though the OS isn't listed for Win10.
